If you're experiencing inclusion problems, one of the first things to always try is exclusion.
It sounds weird, but removing your ZSE29 from Hubitat can help the hub include it, even if it was never added in the first place. But first, you’ll want to see if your hub is operating on the latest Hubitat version. Then, you can follow these steps to exclude the ZSE29:

Open Hubitat in your Internet browser

Go to Devices

Click on + Add Device in the top right corner

Click on Z-Wave

Click on Start Z-Wave Exclusion

While the device is searching for a device, click the Z-Wave button (tamper switch) on the device 3 times as quickly as possible

The app will indicate when the device is successfully excluded.
Once exclusion is completed, try including the ZSE29 again using the process shown here. If you're still unable to include your Sensor after exclusion, here are some other things to try:

Try the exclusion process once more. Sometimes commands from the first run aren't registered correctly, so we find that multiple exclusion attempts can be helpful.

Try the inclusion process again, this time clicking the Z-Wave button 4-5 times as quickly as possible to help the device register the command.

You can also add a Z-Wave signal repeater (any non-battery powered Z-Wave device) between the ZSE29 sensor and hub in case you’re experiencing range or connectivity issues. If you have a hand-held secondary controller, like a Z-stick, you can use it to add the Outdoor Motion Sensor, especially if is installed in a location far away from the hub.
