If you’re having trouble pairing the ZEN23 Switch with Hubitat, the next step is to try exclusion.
It might seem like a step in the wrong direction but removing the switch from your hub is possible, even if it’s never been added. An “unknown” device will be excluded and you can then try to include it again. Before trying the exclusion process, verify if your Hubitat is running on the latest version. Then try the exclusion steps below:

Open Hubitat in your Internet browser

Go to Devices

Click on + Add Device in the top right corner

Click on Z-Wave

Click on Start Z-Wave Exclusion

While the device is searching for a device, toggle the switch DOWN 3 times as quickly as possible

The app will indicate when the device is successfully excluded.
After completing the exclusion steps, connect the ZEN23 switch to Hubitat following these steps. If the switch still won’t add, try some of these helpful tips:

Try excluding the ZEN23 again. The commands may not have been recognized the first time around and so another attempt could help.

Go through the inclusion steps once more, but instead of toggling up 3 times, try toggling up 4-5 times as quickly as possible to make sure the command is being sent.

If your ZEN23 switch is in a far enough location from the hub, it may need a Z-Wave signal repeater (or any non-battery powered Z-Wave device) added nearby to communicate effectively with the hub. This will solve any issues of range and you can then use a hand-held secondary controller, like a Z-stick, to include the ZEN23 to the hub.

The switch may connect to the hub but not react to any Z-Wave commands. If this happens, please take a look at these connectivity troubleshoots that have helped users in the past.
