If you find the inclusion process isn’t working for your ZSE70, then it’s time to try excluding it.
While it might seem like an odd step to take, this process actually acts as a soft reset to help with any inclusion or configuration problems. You’ll be able to do this even if the ZSE70 was never added to Hubitat. You’ll want to confirm your Hubitat platform has the latest version installed first. Once you’ve done that, you can use these steps to exclude:

Open Hubitat in your Internet browser

Go to Devices

Click on + Add Device in the top right corner

Click on Z-Wave

Click on Start Z-Wave Exclusion

While the device is searching for a device, click the Z-Wave button on the device 3 times as quickly as possible

The app will indicate when the device is successfully excluded.
After completing the exclusion process, you should then be able to include your ZSE70 to Hubitat using these steps. Try these tips if your ZSE70 still won’t add to your hub:

Perform the exclusion process again. The exclusion commands may not always be recognized on the first go so try them again.

Go through the inclusion process another time, only this time instead of clicking the Z-Wave button 3 times, click it 4-5 times as quickly as possible.

If your ZSE70 is located in a location far away from the hub, it may need a Z-Wave signal repeater (any non-battery powered Z-Wave device) added between it and your Hubitat hub to establish a connection. If you have one, you can also then use a Z-stick or a hand-held secondary controller to connect the ZSE70 to Hubitat.
