A factory or hard reset is a good idea if your ZAC36 is not responding to any type of command.
If excluding the device from your Z-Wave network did not help, then it's time to try a factory reset. A hard reset will erase all custom settings and recorded activity, returning the device to factory defaults.
Make sure the Z-Wave button is unlocked, then to reset the Titan Valve Actuator, press and hold the Z-Wave button until 10 beeps sound. Release the button, and immediately after, click the Z-Wave button 5 times. The LED indicator will flash yellow, then it will turn green for 2 seconds and will sound a long beep to confirm a successful reset.
To lock the Z-wave button: hold the Z-Wave button until 3 beeps sound, release the button, then immediately after, tap the button 3 times (it will flash green and beep once each time you touch it). Perform the same sequence to unlock the Z-Wave button.
Once the ZAC36's LED indicator confirms a successful reset, try including it to your Z-Wave hub again to see if that helped resolve any issues you were seeing.
